no it is completely untrue. it only depends on whether or not that part of the umbillical cord fell off after it was cut. although most people do not have "outies" it makes you no different to have one. it makes you unique :D

This can be artificially reproduced as well, as all people with true outies can push their outies in, and many people with true innies can pull their bellybuttons out to become an outie
