no it is completely untrue. it only depends on whether or not that part of the umbillical cord fell off after it was cut. although most people do not have "outies" it makes you no different to have one. it makes you unique :D
When your pregnent your belly button will most likey go flat or pop out ( also know as an outie) you can get an outie or go flat if it is a boy or girl. most women go to back to there normal belly button after about a month or less but some women stay outies afterwards.

There's no way to get rid of your belly button type. You might not want to hear this, but it's true. You can't change it. But it's just a belly button! Most people won't even notice it, and it isn't like people will think less of you for it.
It's to do with the pressure of the tissue beneath the bellybutton; if someone has a flattie, or a very slight outie, then the tissues behind may either push it into an outie (say for example they breath in, pushing their tummy, and therefore bellybutton out too), or suck it into an innie (say for example they breath out, causing a slight vacuum suction to pull the bellybutton into their tummy). This can be artificially reproduced as well, as all people with true outies can push their outies in, and many people with true innies can pull their bellybuttons out to become an outie

I think if you want to play with your belly button it's your own business. Some people think you should see a therapist if you play with your belly button but it's not true. Yes you can. Its called a true navel piercing. It isn't recommended but I'm not 100% sure why.
