That's very hard to say as "measuring" racism is a complicated thing to do. Some of it is covert and hard to detect while some is overt and comes in many forms that isn't so easy to, again, measure; (e.g., slurs, action, attitudes, etc.)
No, not really. There may be more who admit it's wrong, sometimes even being racist themselves, but it's still around affecting people negatively just as it was back when.

With the gap of the poor and the rich increasing, minorities in the inner cities were the ones deeply effected by this. The growing of the crack cocaine epidemic was accompanyed with an escalation in violence in the black communities as well.
