Look for the OBD II connector under the driver's side dash. It was required 1996 and up but some models had the connector before it was necessary.

I have a 95 Buick with OBD II, however it requires a different plug to work with a scanner. If you take the car to Autozone or Advance Auto Parts to have them scan it and it won't scan it could be the same reason mine won't. In 95 they were transitioning to the (then new) OBD II system, and some of the first OBD II harnesses only had 5 pins rather than the full (I believe 10 pins) found on the 96 and later OBD II harnesses.
Check the wheel bearings and the front brakes for wear. These are the most common places that cause the roar.
The fuel pump is located under the back seat. Pull up on the front of the back seat and you will see a cover plate with four screws. There is also a wire going through the middle of th plate.
The sensor is located on th eexhaust manifold just above where the exhaust pipe joind the manifold. If its been on for a while, you'll probably need a torch to get it out.
If the overdrive switch is turned off then the car will not go into overdrive. As it is not in overdrive, then it will not downshift out of overdrive as it normally would. It also will not shift to 3rd gear above a certain factory preset speed. Turn th overdrive on and see if it operates normally.
