The war against North Vietnam was to stop them from trying to conquer South Vietnam; which was not done.

The US is not at war with Iraq; although it was for a month in 2003, when the US over threw Saddam Hussain's government. After his over-throw, Iraq degenerated into a police action (a law enforcement function consisting of maintaining law/order and the establishing of stability within the country).
