Is timing on a 1991 Mercury Sable 305 done with the serpentine belt?

No. The serpentine belt is only for driving accesories; water pump, alternator, power steering, etc, and is in no way involved with the engine's timing. You may want to go to a car parts store, or book store, and get a repair manual for your car. They cost about $16.00 Or, go to a Public Library.

The 1991 Mercury Sable ignition switch is held in place with a retaining ring. Loosen the retaining ring. Pull the ignition switch out. Remove the wiring harness from the rear of the ignition switch. Reverse the process to install the new ignition switch.

It's been a while since I worked on a 1G Talon, but I believe the water Pump is located on the serpentine belt. It's the same belt with the crank shaft and alternator. No, you should not remove the timing belt.

The fuse block should be located to the left of the steering column, under the dash. Depending on which Mercury GS you have (sable, topaz, etc.) it should be a relay located in the fuse block.

I found a site called TeamCapri.com they have step by step directions with diagrams that are printable. That should help you. The section is called removing and replacing the Timing Belt. Hope that gives you some help.
