The way to find out ifthe fan worksis to block the radiator off with a sheet of cardboard. That will make it heat up very quickly and you should hear and see the fan kick in. It may still bea fuse or relayissue if it doesn't kick-in and I would start there since they are cheaper to replace then the fan. The Relay should be the the Power Distribution Box (Black Box) under the hood drivers side as may the fuse if there is not one under the dash inside the car. Hope This Helps.

Did you put the thermostat in backwards? I would check to see where the steam is coming from. I had to change out small hoses for the same problem with mine.
