As a non-Citizen of Canada, she will have to apply for residency at the nearest Canadian consulate in a local city with you as her sponsor. This process can be expedited on compassionate grounds by placing a phone call (not email or letter) to the office of your Member of Parliament by you . The MP's staff should be able to guide you through the process and get your Mom home. Don't even mention she wants to work until such time as she becomes landed. Things will go much quicker that way.
