Most commonly there are two things that prevent the drum from just sliding right off like it should. The shoes and rust. You may find that the shoes have worn into the drum enough to make a lip that will catch the edge of the shoe and prevent the drum from pulling off the hub. Make sure the brake shoes are completely retracted by putting your brake spoon (big screwdriver) through the little hole in the backing plate (you may need to remove the rubber plug) to rotate the adjuster star until the shoes are away from the drum. Next, hit the drum with a hammer (hard) until it pops loose! You can use some PB blaster or WD-40, Liquid Wrench etc. if there is alot of rust.
