It's a NIGHTMARE and simply requires patience. I have replaced several of these "Ignition Rack Actuator". It takes about three hours and a couple "SPECIAL" tools that I made myself. Biggest proablem I've had is purchasing just the actuator without buying the entire kit from Buick. The kit costs over $50 and I've been able to get just the actuato9r for around $16 + ship.

Look under the column, there should be a hole with a recessed release button. Put the key in and turn it back while pressing the release with something small enough to fit in there. I used an awl and it was really easy These instructions actually refer to replacing the Ignition Lock Cylinder. Replacing the actuator usually involoves pulling the steering wheel.

unplug the battery for 2min
normaly its a bad switch on top of the pulldown actuator, it's held down by 1 torx head screw. repaired by replacing the switch
2 screws on the opposite side of ignition unplug the switch dash board cover off
