Beginning in 1784, until the year 1787, there was a postwar depression (due to the American Revolutionary War). The main symptom of this depression was a shortage of money, as gold and silver flowed to Europe to pay foreign debts. Several states moved to relieve the shortage by printing money of their own.

A half-dozen states issued paper money during the 1780's, and where merchants were willing to accept it for goods, it circulated well. But in Rhode Island, the merchants refused to accept it, and it lost value. When the state legislature demanded that they take it, many closed their shops and fled the state.

This was a fear that the wealthy had, in which, the of money would lose value, just as it had done during the war. Perhaps, they argued, a stronger central authority could issue good currency of its own and put an end to such problems.

When the Massachusetts assembly refused to follow Rhode Island's example in issuing paper money, moneylenders began suing for payment. To prevent debt collections, a band of Massachusetts farmers, organized by Daniel Shay's, interrupted court sessions in several counties during the autumn of 1786.

Although the angry farmers presented no real threat to the state authority, the governor called up the militia. A large army marched into the villages and scattered the farmers to their homes.

Though hardly a rebellion, the Shay's affair sent a wave of alarm the length of the Atlantic seaboard. No other event of the time displayed so clearly the need for strong national authority.
