Spray WD-40 into the hazard switch. Push the button a few times. Repeat, if necessary. May or may not work, but worth a try.

The hazard flasher on a 2000 Mercury Cougar is located under the dash on the driver's side of the vehicle. It is in the slot next to the turn signal flasher above the brake pedal.
It's the turn signal indicator-located behind the hazard lights.You have to take it out and replace it.
The signal light hazard is not working because of an electrical fault. Call an electrician to fix this.
Hazard switch is the signal relay has gone bad. Defective from new, has been replaced with a different part number.

Most likely it is the signal/hazard flasher. Where it is located is something I am looking for I recently replaced my turn signal/flasher on my 99 cougar. If you remove the lower part of the steering column and behind the turn signal you will see a black box type fuse. This is the flasher. Just unplug and plug in new flasher. 4 cylinder clld for a 3 prong flasher. I saved over $100 in not having to replace the whole turn signal stick or switch. Check this part first!!!!!!!!!!!!!!
The turn signal relay and hazard relay may need to be replaced, see your dealer You may have a short.
If your hazard lights don't work but your turn signals do work it could be that your Hazard Lamp Flasher needs to be replaced. Your car has both a "hazard lamp flasher" and a "turn signal lamp flasher". Your "turn signal lamp flasher" is working but your "Hazard Lamp Flasher" may not be working. Buy a new "hazard lamp flasher" and install it. The hazard lamp flasher is located behind the instrument panel to the left of the steering column.

Probably the turn signal/hazard flasher went bad. On some vehicles they are separate units, but on some vehicles they are the same unit.
It needs checked out but both the hazard and brake lights go through the turn signal switch.
