Check for a bad ground wire on one of the turnsignal sockets.
Sometimes when a dual-filament bulb burns out, one filament will drop onto the second filament. This electrically connects the rake/turn circuit to the parking/taillight circuit. This will cause the turn signals to flash very fast as well as flashing both sides. Starting at the rear, pull a brake light bulb and see if the problem goes away, if not, put it back in and try another one until you have tried all the bulbs back/front.
Hazard lights are on the right bottom side of the steering column. The brights are on the left side control switch attached to the steering column, simply pull towards you instead of up or down for directional lights. On the far left side of the dash board are the parking lights and regular headlights that you push on the top to activate and push down on the bottom to turn off the lights.

If you mean how do you activate the high-beam headlights, pull the turn signal lever back towards you until you hear a click.
Not if headlights are reqired by law.
check the fuses - there is no fuse for the headlights.
Fog lights are only accessable when headlights are on; once headlights are on, pull shaft/stalk out to turn on fog lights.

Possible ground issue at the taillights.
The headlights could have bad bulbs or a bad fuse; the two sets of lights are on different circuits.
