parking brake cable may be sticking.
Either by pressing with your left foot on that pedal and releasing it, or it may release once the cars transmission is placed into either Forward or Reverse.
The emergency brake cable is probably seized and the emergency brake is not releasing.
start the car and put in drive or reverse
Your GMC Suburban emergency brake release cable is held in place with a swivel nut on each end of the cable. Loosen the swivel nut to remove the cable. Reverse the process to install the new emergency brake release cable.
It is a vacuum release when the car is shifted into drive or reverse. Also has a manual release lever on the e- brake pedal assy. Good luck
Depending on the year of truck, you may not need to go in reverse. Older 4x4's had you go in reverse in order for the front hubs to disengage allowing them to free wheel. Most newer 4x4's now don't require you to go in reverse to release it anymore.

Had the same problem a few weeks back.Mileage on 1986 cutlass supreme was close to 400,000 KMS(Canada). Sorry to say transmission needs to be rebuilt.
