We have cleaned covers by soaking in white vinegar and then cleaning with baking soda, and a soft scrubby like you use on coated pans. It is usually a mineral buildup.
On my 2001 Jetta 1.8T, the outside of the plastic headlight housing gets yellow, probably due to UV light. I use Mother's Mag & Aluminum Polish, which removes the very thin layer of plastic (probably less than 0.001") that has yellowed.
The answer to how to clean your headlight lens depends on how dirty your lens is. If it just has bug juice and road grime any good car soap will clean it, just be carefull not to scratch the plastic. However if your lens is really yellowed or the clear coat cracked then you will need kit designed to clean the lens.
You don't. They are sealed. You have to buy a new complete headlight casing. Check e-bay for best deal.

I have bought a couple things from them and they are pretty good. Maybe they have yours. VBd If the headlight lenses are yellowed or fogged over I know how to fix that. Under the hood below the headlight is a black plastic assembly. There is one plastic wing nut. This is the adjuster for the headlight.
If you've got at least $10 and an hour, it is easy. Your local auto parts store has several Headlight Restoration Kits. Essentially, the clear coat on the plastic or acrylic headlight begins to break down after years of use. That is when oxidation and wear begins to set in. The kits polish or sand away this top layer to reveal a fresh clean layer underneath. The key is to ensure you get a kit with a protective coating to put on top of the freshly polished headlights. Yellowed, dull, or fogged headlights are a safety risk, so when you have a chance, get them clean! More information at: Mechanic In A Can (dot com). I have a '97 grand marquis and have changed the headlight bulbs. (This is not the same as changing the lens assembly.) Simply open the hood and look at the plastic cover just inside the front of the hood opening above each headlight. There is a small plastic cover over each one that pops out easily, allowing access to the bulb sockets. Turn the socket a little less than 1/4 turn counter clockwise, and remove it from the headlight assembly. Pull out the old bulb and replace it with a new bulb. Put the socket back into the assembly and turn it clockwise to lock it back into place. Put the plastic cover back and close the hood.
two bolts on the top of the plastic housing - lift the plastic headlight out and unscrew the headlight from the bottom of the light- replace the bulb and be sure to get the plastic pins in the right spot before you bolt the headlight back in place.

Unlug the light harness, unscrew the plastic nuts, pull out the headlight. Reinstall new headlight, screw the plastic nuts back on and plug the light harness back into the the headlight housing.
