I am rather confused by this question but will answer to the best of my ability. I believe you are referring to the Virginia and New Jersey plans which were submitted before the Constitution was ratified. It was the Virginia plan which suggested two separate houses in the legislature. yeah, it was

Straight from the book : In western Virginia a movement to secede from the state and rejoin the Union grew. In 1861, 48 Virginia counties organized themselves as a separate state called West Virginia.
They all did. But the Western counties of Virginia formed a separate state and seceded from Virginia - a new Union state called West Virginia. So Virginia itself was a smaller version of what it had been.
The entire state of Virginia left the Union at the start of the Civil War. The counties now consisting of most of West Virginia were easily captured by Union forces and became a separate free state early in the Civil War.
