Four U.S. states are each bordered by only seven other states. Two of the four, Kentucky and Colorado, are each bordered by seven U.S. states, and the other two, New Mexico and Arizona, are each bordered by five U.S. states and two Mexican states.
Kentucky is bordered by Virginia, Tennessee, Missouri, Illinois, Indiana, Ohio and West Virginia.
Colorado is bordered by Oklahoma, New Mexico, Arizona*, Utah, Wyoming, Nebraska and Kansas.
New Mexico is bordered by Arizona, Utah*, Colorado, Oklahoma, Texas, Chihuahua and Sonora.
Arizona is bordered by California, Nevada, Utah, Colorado*, New Mexico, Sonora and Baja California.
Additionally, Pennsylvania and Idaho are each bordered by six U.S. states and one Canadian province, Minnesota is bordered by five U.S. states and two Canadian provinces, and Montana is bordered by four U.S. states and three Canadian provinces.
* I assume some would not consider Colorado and Arizona or New Mexico and Utah to be border states since their border is a single point. However, considering that it's possible to stand in Colorado and Arizona or New Mexico and Utah at the same time, they are included. (The point where you can be in Arizona, Utah, Colorado and New Mexico at the same time is actually a tourist attraction.)

to begin with none of the Indian states are following but all may be leading & the only Indian states that do share border with assam are the other 6 of the 7 sisters beyond the chicken neck so if the neck truly leads to the head & the head is leading the chicken east as it seems then all the states to the west of the chicken neck appear to be the following states & in that case all of the following Indian states do not share border with assam
