Yes One is called a "Radiator fan" and the other a "Condenser fan." The Radiator fan comes on when the engine coolant temperature is above 106C (223F). The Condenser fan comes on when you activate the Air Conditioning.

No the 2 fans will not come on when you start the engine. One of the fans will come on anytime the A/C is being used. The other fan will come on along with the A/C fan when the engine reaches a preset temperature to prevent it from overheating.

Engine Coolant Temp Sensor may be faulty or the Cooling Fan Relay check the wiring to the fan make sure it hasn't come disconnected. Check that you have power to the fuse, the relay, and to the cooling fan. Sounds to me like a minor wiring issue! Good Luck!!!
