its located under the reserve tank...and if that is not working and you are for sure the you will have to replace the whole tank by dealer or maybe find on-line somewhere!

The radiator cap is under the gas tank at the front. There is also a coolant recovery tank located under the passenger seat on the left side.
An overflow tank is a bottle that holds coolant that expands and leaves the radiator under driving conditions. The Coolant will go back into the radiator as needed.

I have a 1996 Jetta. If you have the older body style then it is directly beneath the round coolant expansion tank, attached to the strut tower. It is a black rectangular box with fuses under a clear plastic cover. You'll need to unscrew the coolant expansion tank to get at the fan control module. It is susceptible to being doused with coolant which might cause the fan control module to short.
