Depends on the toolbar you wants to add. However, toolbars are usually placed on the top of the browser. I think the task bar doesn't accept shortcuts for toolbars.
Right click on your toolbar. Hover over toolbars and click "new toolbar".
On the bottom taskbar, rt click on the taskbar,and you will see toolbar.
Your maker of the computer has nothing to do with the operating system. Windows is windows,and it does not matter what computer its in, it does not care. Rt click on the taskbar and choose which toolbar you want or don't want. You can lock the taskbar or unlock it, its in the menu when you rt click on it. But you can't lock a toolbar, only add it or remove it.
Control Panel>Region and Laguage>[Keyboards and Languages]>[Change Keyboards]>[Add...]>Japanese (Japan) If you do not have a Japanese keyboard, make sure you are using Microsoft IME. After that, the language toolbar should appear, if not, within the same window: [Language Bar]>o Docked in Taskbar>[OK] and it will appear in the taskbar
On Firefox, you can show the address tool on the taskbar by clicking Firefox > Options > Navigation Toolbar. Make sure there is a checkmark next to Navigation Toolbar to display the address bar.
Toolbar is on top, I don't think you can get both at the same time but someone will correct me if I am wrong. basically a taskbar is a toobar at the bottom, but as far as I know no one will let you have both top & bottom at the same time. You may be able to modify/customize the one you are using to get the buttons you need- check it's options.
The toolbar/taskbar/deskbar is usually the panel along the bottom with all the windows you have open.
You can always push the start button in your keyboard.
Current versions of Microsoft Windows contain a Start button, Quick Launch toolbar, taskbar, button area, and the tray status area. So do various implementations of Linux distributions.

First you need to make sure the Taskbar at the bottom of the screen is unlocked. 1) Mouse over the Taskbar and right-click. 2) Look for 'Unlock the Taskbar' in the pop up menu. If you don't see 'Unlock' then the Taskbar is already unlocked. Next, drag the Outlook Express shortcut icon from your desktop to the Taskbar, and release. A mini icon will be created on the Taskbar. Click on the mini icon to be sure everything is working ok. If you want to lock the Taskbar, just follow steps 1 and 2 from above, but choose 'Lock the Taskbar' instead.
Drag the file you wanted to add in the taskbar and place it in the quick launch (just right from the start button).
