If Chile can bring fruit and vegetables to the US markets in good condition, Africa should be able to as well.
4. Try to get the African countries to develop regional and continent-wide tourism marketing, and remove the impediments to tourism, such as unstable governments and rebellion.

There will always be people who live in poverty and the best we can do to stop it is donate money, clothes, shoes, and other resources that we don't need, you can fund raise money for the poor people and getting aid to Africa and all the poverty places around the world.
Emphasizing the word "control" in the question, and limiting my answer to proposed legislation of "Pro-Survival Laws" in the United States at the federal government level, these laws must mandate, starting at the federal, state and local government levels, funding and support of the following: (a) soup kitchens and rescue missions that exist or must be established in each locality to sufficiently feed the hungry and shelter the homeless, in cooperation with rehabilitation deemed necessary for the needy to become employable or start small businesses by experts in the field of poverty; (b) requirement for all individuals receiving credit from any creditor to complete and pass a Federally certified "Personal Finance, debt management and financial planning" course to prevent over-leveraging of credit leading to bankruptcy, a course similar in scope to courses now legislated as a prerequisite for bankruptcy discharge starting in 2005 when bankruptcy laws were amended; (c) supplemental "living wage" unemployment insurance benefits to those qualifying for basic unemployment insurance, drawing on the model of worker's compensation in its structure, to ensure that employees, at all pay levels (with proof using a combination of pay-stubs, tax returns and former employer verification) receive up to 80% of their earnings until they find comparable employment or their basic unemployment insurance benefits expire, whichever comes first; (d) requirement entitling those drawing unemployment insurance to have their personal loan, mortgage and credit account interest adjusted to zero for the duration of their drawing unemployment benefits until these benefits expire or the individual obtains new employment, and for those owning a small business that fails (based on a "means test" similar to that used in bankruptcy since 2005) for up to three years; (e) the establishment of a Federal Pro-Survival Agency (FPSA) with the power to institute these and other actions necessary to control poverty, reporting to and under the direct authority of the President of the United States. Why are we in this slump and how can we work ourselves out?
One of today's major reasons for poverty is that the unemployment rate in the United States is 9.6% (Bureau of Labor Statistic). Even though there are people who are unable to work (handicap, children, elderly, etc.), you still have to take into account the people who have to take care of them.
There are several matters that need to be handled but unfortunately most of us can not change. Even so, we still need to recognize and push the ones who can make a difference to do so. One of the largest matters at hand is the large amount of money wasted on war. According to several resources and the Estimate War-Related Cost of Iraq and Afghanistan (infoplease.com), since 2001 to 2010 the war has reached well over 1 trillion dollars.
The second giant waste of money in the United States is on prisons. Nearly two million people are behind bars, making US one of the tops in world for imprisonment rate. More than 50% of these people incarcerated are suffering from mental illness. These people can be offered assistance elsewhere which would be more helpful and provide jobs to workers who help them. Doing away with the unnecessary strict punishments on marijuana possession would help decrease the number of inmates drastically. Money can easily be distributed to help with schools and community development which will help prevent youth from heading in the wrong direction.
