There are two relays under the drivers side dash. If you look under the dash you will see a green relay next to a gray relay. The green is your turn signal flasher, the gray is for hazards, you need to have both working. If they are working, you can hear them clicking on and off.
I just had my Daewoo Leganza brake light switch replaced. It goes under the brake pedal. and now my brake lights work fine.
It contains two relays, one for hazard lights and the other for turn signals. The one for the turn signals is defective and must be replaced.

If you replaced the flasher on your 1999 Mercury Cougar and your turn signals are still not working, you should check the turn signal fuse. This fuse is located under the dashboard on the driver's side of the vehicle to the left of the steering column.
Turn signals just quit working- have replaced flasher- checked all bulbs and fuses, checked all obvious wires, cleaned grounds, replaced the turn signal switch (that was an adventure). At a loss- any help out there? Hazards work fine- all other lights work fine- turn signals dead
Did you happen to check the turn signal flasher before you installed the switch?
It's probably not getting heated coolant to the radiator. Check the heater control valve and the control on the dasboard.
Check the ground wire for your lights, located on the frame somewhere Lisa
check if reverse lights are working, if not replace the reverse switch plug located underside near the gear box, centre of car, there are two plugs, check if wires are frayed, this happened to me and when I replaced this my turn signals started working. hope this helps
Check the flasher for the turn signals which is under the dash on the left side of the steering column . It is different from the emergency flasher.
Could just be bad bulbs. When the bulbs go bad, even if only one side of a two lighted bulb, they blink fast. That or the flasher relay.
