2002 TB seems to have problems with the blower motor resistor. Its located under the glovebox. Must remove the glovebox door to access it. Parts stores can't keep them in stock! should be about $20 to replace. Also, I believe fuse #35 in the engine compartment fuse block controls the blower on "5" high setting, so check that first. Either the blower motor speed switch or the resistor pack are bad.
Probably the blower motor speed resistor is partially burned out.
Heater blower resistor is what controls the low medium high speeds...
the heater fan resister,it is or should be on inside or on outside heater box.

A bad heater blower motor resistor would effect one or more blower speeds other than high.

if all speeds do not work id say is a fuse, but if you just dropped one or two speeds. replace the blower motor resister. sells for $60.00 at the dealer.
If you have no speeds at all, including high speed and you have power at the fuse and the fuse is good, I would suspect the heater blower speed switch and or the electrical plug to the switch is cooked. If you have high speed only and the rest are dead, I would suspect the blower motor speed resistor.
if you lost one or two fan speeds you need to change the blower motor resister. it sells for around $60.00 at a dealer only.

More than likely the blower motor resistor pack is bad, although it can also be the switch itself.
