I just got pulled over because my turn signals were white. The police officer told me that they have to be an Amber color. He did not give me a ticket or anything, but advised that I go to a Pep Boys or somewhere and buy new lights. So I am going to assume that it is PA law for your turn signals to be Amber.

The PA Motor Vehicle Code, § 3334. Turning movements and required signals- says that you will use your turn signals or hand signals when you are turning or changing lanes.

Most states allow front turn signals to be white or amber and rear turn signals to be amber or red. Technically, no other color is acceptable and an officer may give you a ticket and/or impound or disable the vehicle... but that probably won't happen if the color isn't too far from the approved colors.
You need them to pass inspection, but they are not required by law on any motorcycle in PA. So once it is inspected you can take them off. I know, silly isn't it?

Turn signals are definitely preferred. Most drivers don't look for hand signals, but, they do look for turn signals. Some people don't even know how to make correct hand signals while driving.
