So few Jews fled before WWII because:

1. No one knew the extent of what Hitler would do.
2. Germany had lived through other oppressive regimes and survived.
3. Many Jews had eminent positions in government and the humanities
4. Many Jews owned property and before 1933-5 were Citizens.
5. In order to leave Germany and expatriate, Jews were forced to pay an exorbitant
tax on monies taken out of the country, of close to 90% of money they wished to take
with them.
6. In order to leave Germany they had to obtain permission and documents from German
Police departments, most of whom were Gestapo or Nazi Party members. They had to h
have a sponsor in the country they wished to relocate in, and the Gestapo was not in to
giving the Jews a 'clean bill of health' so to speak. If they did not go through the police
then their departure was illegal and could mean death.
7. Most knew if they left they might not be able to return and would lose everything they owned.
8. Most citizens, including the Jews, did not believe in the 20th Century, that the Nazis
could possibly do or accomplish the things they were able to do.
9. Most Jews feared for their relatives if they left.
10. Immigration quotas were so limited, that only a few thousand could go to Israel,
and the US 'drew up the bridge' and put greatly diminished quotas on all immi-
gration, but particularly Jewish immigration.
11. To immigrate, during that time period, most had to have a professional degree or
a highly trained skill, and many poor Jews, while well educated, did not.

New laws were implemented as the Nazi party was rising. These laws hindered actions of Jews that non-Jews could accomplish, and anti-Semitics could boast. One of these laws prohibited Jews from leaving Germany without a legal order, but a law before that kept Jews from getting a legal order nonetheless.

In other words, Jews could not leave Germany because it was against the law at the time.
Thousands of Jews did leave Germany before the war, because they saw what Hitler was doing at that time. The Holocaust did not begin in large part until after the war started in September 1939. Very few people in Europe (Jews or non-Jews) foresaw the coming genocide or Holocaust. By the time that Jews & non-Jews realized that the Nazis intended to kill all Jews, it was too late to leave.
