It could be a faulty mass air flow sensor. Just lightly tap the intake pipe with it running and if it changes the idle up or down, that's most likely your culprit. Before you buy one, check all of your connections and make sure they're clean and tight. You may also have a vacuum leak on the intake somewhere.
You probably have a dirty carburetor causing that surge.

Mass Air Flow MAF sensor could be your, problem check that!
