The idler pulley is notorious in the TB for going bad. It is an easy, cheap fix. The Power Steering pump would be next on the list, so check to see if you are low on power steering fluid (which causes the pump to whine). If the fluid level is good, go with the idler pulley replacement.
it could be the idler puller rubbing on the bearings. we had to replace it on our 2006 Chevy trailblazer ext.

The whining could be related to the alternator. Does the car have any electrical problems such as the battery drains and dies while car running, are your belt(s) tight? in good condition? It might be a belt tensioner or idler pulley that is causing the whining.
I have the same situation with mine.The only thing I can narrow it down to is that the fuel pump is making that noise.Mine has been doing it fir four years now and it seems to be an inconvience instead of a problem

You may have a power steering problem.
It may be the Idler pulley. I used to have a 96 Breeze with a 2.0L 4cyl that made a whining noise. I thought something might be seriously wrong, but then i discovered it was just the Idler pulley making noise. I changed it-- no more noise.
the bearings are probally giving out.
Check the fluid level in the trans, the whining is probably the input shaft gear mangling itself.
the starter is bad.
