Leaks can come from various area of the Power Steering system: Loose hose clamps on the hose-to-tube connections. Cold weather can worsen the leak as the metals contract. Crimp connections of the hoses' metal fittings as they wear. Look for wetness around the crimps. The O-rings in the pump assembly or hoses can start leaking as they age. The Pump bearings wear & can start leaking. A crack in the plastic fill tank. Fill cap not properly tightened. First step is to determine where the leak is coming from. Placing a piece of cardboard under the car overnight is a good way to locate the area where fluid is dripping down from a leak. Another check is to remove the fill cap, have someone start the engine while watching the fluid. If it becomes foamy quickly, it indicates air is being pulled into the system- from one of the conditions above.
Problem may be in the wiper motor, some GM cars have a wiper control module that goes bad, there was a recall on them. I don't recall if the Caviliar was one of those or not.

there should be a couple of bolts on the back side of your steering wheel that removes the front face and after you take that off there will be a large nut that will take off the rest of the steering wheel, but remember to disconnect the airbag before you remove the steering wheel cause you could set it off.

A diagnosis has to be done to determine what the cause of the issue is, then the repair is made accordingly. Could be as simple as replacing a belt or a power steering filter, it it could go up to replacing the steering gearbox. You're asking a question to which there is more than one possible answer.

There could be many causes to this problem. There could be something on the key and the safety feature may not let it turn. The steering wheel could be locked as well, which would cause the key not to turn.
If you have rack and pinion steering, the steering gear will need replaced.
