Switzerland will never join, because their wealth is derived from discreetly looking after international villains' ill-gotten gains and they would have to reveal all if they were to join, and Norway have regularly voted against joining.

Those with 50 or less seats are Romania, the Netherlands, Belgium, the Czech Republic, Greece, Hungary, Portugal, Sweden, Austria, Bulgaria, Finland, Denmark, Slovakia, Ireland, Lithuania, Latvia, Slovenia, Cyprus, Estonia, Luxembourg, and Malta.
