That is about 130 PSI. A pipe THAT large at that pressure is storing a large amount of energy. A break would be likely to simulate a modest size explosion, with damage to whatever is close by.

Why did the pipe burst? If the tenant caused it, he is responsible for the damage and the repair of the pipe. If it just happened or the landlord could have prevented it, the landlord is responsible for the pipe and structural damage. I do not believe he is responsible for personal items lost or damaged. You would have to prove that he did something to cause the pipe to burst and knew it was likely to happen.

Excessive pressure in the compressor, after the first stage (or how ever many stages there are). Excessive pressure could be caused by shut/ blocked discharge valve. There will also be a relief valve fitted to the intercooler, should one of the tubes burst. This would let air into the water side and suddenly increase the pressure in the intercooler, so a relief valve is fitted.
