It is the ratio of the state's population to the combined population of all of the states at the time of the last official census. Multiplying that ratio by 435 should get you within 1 of the state's actual House representation.

A lot of people say it is just the state's population, but it is possible for a state's population to go up while its representation in the House goes down, as happened with Illinois, Iowa, Louisiana, Massachusetts, Missouri, New Jersey, New York, Ohio and Pennsylvania between the last two censuses.

The population of that state. That is why it is called the House of "Representatives" as it is representative of a specific number of citizens. On the other hand, The U S Senate gives each state exactly 2 senators, regardless of population. This gives equal importance to any state, no matter how small or large.

The number of Representatives is based on the amount of people living in a state. The minimum number of Representatives in 3. Some states have 3 votes, but do not have 3 Representatives worth of residents though.

In 1911, Congress passed the Apportionment Act of 1911, also known as 'Public Law 62-5', which capped the size of the United States House of Representatives at 435 seats. Arizona, New Mexico, Alaska, and Hawaii were each granted one representative when first entered the union. During the next reapportionment, the size of the House was again limited to 435 seats, with the seats divided among the states by population, with each state getting at least one seat.

The actual apportionment is made by the following method:

  1. The population of each state is determined by the Census every 10 years
  2. Each state is allotted one Representative
  3. The number of people per Representative is calculated by dividing the state population of each state (according to census data) by the number of Representatives assigned to that state up to this point in the process
  4. The state with the most people per Representative is allotted another Representative
  5. If not all 435 seats have been assigned, the process returns to step 3
  6. If all 435 seats have been assigned, the process is done
