The note promised German material and financial support to retake Arizona, New Mexico and Texas, which had been lost by Mexico during the Mexican-American War (1846-1848). In exchange, Mexico had to declare war against the United States to prevent its entry into WW1.

Before Mexican president Venustiano Carranza was able to respond, the telegram had been already intercepted by British intelligence and forwarded to the American leadership, plunging the United States into WW1.
