However, some believe it was a scam set up by the british to get the united states angry at Germany so they would join the allies. But the first reason i gave is the most widely accepted

Before Mexican president Venustiano Carranza was able to respond, the telegram had been already intercepted by British intelligence and forwarded to the American leadership, plunging the United States into WW1.
