First of all, the federal law making Yellowstone a national park was not signed by either President Roosevelt. Both Roosevelts, however, were eager to preserve the best of the USA. Theodore did dedicate an arch over a major entrance to Yellowstone.

Whether being political or just his enjoyment, beauty and idea of Yellowstone - that no one should ever build or develope this land - keep it as it is for everyone to enjoy ... and through an Act of Congress designated this particular land the 1st National Park in the United States. Owned and maintained forever by the federal government.
There is an Arch (which I have a picture of) that states -just above the arch "FOR THE BENEFIT AND ENJOYMENT OF THE PEOPLE"
And I believe he even stated that this was not only the 1st National Park in the US but even the 1st in the World!
This led to more designated land in the future throughout the United States and eventually the start of the National Park Service.
