I don't see how Her Majesty could do this. London , England is historically the Capital city. She was given the title of Empress of India largely through the Royal Titles Bill engineered by Mr. Disraeli. Prior to the Royal Titles bill, while there were colonies all over the map, strictly speaking, the term British Empire was not used, after it- well it became standard usage. ( now called Commonwealth among the affililated ex-British colonies such as Canada, Australia, Bahamas, etc. Victoria did not change the name of the Capital, but her own status was amplified from Queen to Empress.
