It was agreed between Stalin, Churchill and Roosevelt that Germany would be divided into occupied zones, and that any attempt at violence would be the of Germany. Stalin also agreed that "interim governmental authorities broadly representative of all democratic elements in the population... and the earliest possible establishment through free elections of governments responsive to the will of the people." In other words, Stalin agreed that free elections would be held in Poland, Czech, Hungary, Romania and Bulgaria. However, Stalin failed to keep his end of the bargain, instead, he intended for all the Popular Front Governments to be taken over by Communists.
