There are two different important peace plans proposed in 2003.

If this is asking about the Geneva Initiative of 2003, it requested for Israelis and Palestinians to return to the 1949 borders with some minor landswaps and a divided Jerusalem. However, the peace plan is much more complicated than that, so please read the Related Link which discusses the peace plan.

If this is asking about the Saudi Peace Initiative of 2003, it requested for Israelis and Palestinians to return to the 1949 borders exactly as they were on that date (which is deeply troubling to Israelis especially as concerns Jewish sites in the Old City of Jerusalem) and resettlement of all Palestinians who wish to return to Israel in Israel. In return, the Palestinians are not required to do anything, but all Islamic States will recognize the new Palestinian-majority state of Israel.
