On my 1990 Tercel it turns counter-clockwise. It's in there tight, but mine came out. Spray some penetrating oil on it first and let it soak. You don't want to break it off when it comes out. Especially if it's been in there for awhile.

Loosen the 17mm bolt in the middle of the pulley. Loosen the belt tensioner, and the pulley should slide off with a little help. Make sure to nothing the little key-way that lines the pulley up.
Counter clockwise
You have to remove the timing belt and the crankshaft pulley if you want to get access to the oil pump. The oil pump itself is just behind the crankshaft pulley.

This means you have a 4.0L. There is no other way.....
Im not sure which direction the bolt turns to remove the pulley...the crank shaft turns in clock wise direction when engine is running.
The 1989 Toyota Corolla serpentine belt can be tightened or loosen with the tensioner pulley. Pry to the left on the tensioner pulley until the belt is tight. Tighten the tensioner pulley.
Most crankshaft pully bolts on European engines turn anti clockwise to undo them.
