Check that the pollen filter has been replaced. Check that the heater fan hasn't seized due to water logging after pollen filter becomes blocked. Check resistor is working (next to heater fan on firewall) Check relay is working correctly.

The most probabale cause for this sympstom is the blower motor , blower motor relay, or a fuse.
In the neighborhood of $3500.00. Sorry, that's not true if you are looking to replace a Thermal Fuse for the blower motor. I have a 2002 Focus SVT and it costs $18.86 for the part and about 10 minutes time to fix.
Take it to someone who knows how, unless you're a certified Ford mechanic.
The blower motor resistor in the us models of the Ford Focus is behind the glove box, against the firewall, to the left of the actual blower motor.....my stock one was blue. it is only held in by one screw....just unscrew it and pull it out. They are like 15 dollars from the dealer.
Check your fuses.
the blower fan resistor is located in behind the glove compartment to the left of the blower motor. you have to remove glove compartment to get at resistor.
Low coolant level, or a plugged heater core.
