The heater core on a 1984 Cutlass Supreme is located under the blower motor on the passenger side of the car, under the hood. First you need to remove the blower, and the hoses connecting the heater core. Replace the core, re-attach the hoses, and put the blower motor back on.
Yes, if the blower isn't working. If it turns out to be the fuse, and it blows again, you probably have a bad blower motor.
Behind the convenience center located in the passenger footwell near the firewall.
You don't bypass it, you replace it. It doesn't cost that much
the blower fan motor is located under the passenger side dash, just remove the panel and then unbolt everything in your way until you come to a sort of triangular shaped blower motor.

Blown fuse, bad motor, bad blower motor switch, or a defective Blower Motor Resistor Pack.
It is in the top left section of the hood. the top left if you are facing the grille of the car. it has a hose connected to it and it has to have a ground to it. on my car it didnt have a ground so it was not working i had to get a new blower motor but it has to have a ground. i used a screw and wrapped a wire around it. it does not blow very hard. hope this helps.
Does the blower work? If not the problem is likely the fuse or a failed blower motor. If it works but blows cold air you probably have a broken engine coolant thermostat. Have you checked your coolant level?
It is located behind the coolant and windshield washer reservoirs. The two wires on the blower motor will lead you to it.
