It means like the character Sir John Falstaff, who appears in three of William Shakespeare's plays: Henry IV Part I, Henry IV Part II, and The Merry Wives of Windsor. He is one of the greatest characters in all of Shakespeare: an immensely fat liar, blowhard, robber, cheat, drunkard, ne'er do well, coward, and womanizer, who is nevertheless so witty and charming that it is hard not to like him.
