What does it mean when you start 97 neon and water comes out from under engine area is it the water pump hoses or radiator?

It is my guess that it is the water pump. There are no hoses connected to the water pump, so check the two rad hoses and if they are dry, it is likely the water pump. It could also be the head gasket or (unlikley) even the head)

Hook the hoses back up and fill the trans making sure not to overfil it. You don't get the filter changed this way which I think is important to do and the most of the time it is MESSY.
