In the Honda OEM service manual, there's a table that corresponds to the letter and number codes that show up in your dash display. Honda calls this the Maintenance Minder display. The letters (B in your case) are the "main" maintenance items and the numbers (1 and 3 in your case) are the maintenance "sub items". On page 3-7 of the service manual, the table for the B code corresponds to

  • Replace engine oil and filter
  • Check front and rear brakes
  • Check parking brake adjustment
  • Inspect tie-rod ends, steering gearbox, and gearbox boots
  • Inspect suspension components
  • Inspect driveshaft boots
  • Inspect brake hoses and lines including VSA lines
  • Inspect all fluid levels and condition of fluids
  • Inspect exhaust system
  • Inspect fuel lines.
For each of the items, there's additional detail in the manual and a reference to the section that explains how to do it.

The sub-items, 1 and 3, correspond to the following:

1. Rotate tires, check tire inflation and condition

3. Replace automatic Transmission Fluid (ATF) and transfer assembly fluid (hypoid gear oil)

So, if you are a do-it-yourself person, then those are the items Honda says you need to do at B13. If not, then you could take it to a Honda dealer and tell them to do the B13 service - they'll know all of the above. Or, you could take it to your favorite non-Honda mechanic and ask them to do the list above.
