The Border States were the four slave-states that didn't join the Confederacy - Kentucky, Missouri, Maryland and Delaware.

District of Columbia also practiced slavery for the first year of the war, but was not regarded as a likely rebel state.

Washington DC was not a state and in 1862, the US Congress and US President Lincoln abolished slavery in the US capital.

The Western Counties of Virginia later broke away from Virginia, and declared their loyalty to the USA, and slavery continued there, although on a small scale.
