Best as I can tell from the Owners Manuals:
verify the cables that are NOT tocuhing the metal door. Sometimes the cables are old and they crack, just put black tape (electric tape) and that should fix the problem.
Check the door relay and wiring on the Windstar. Check the fuses under the dash, and in the under the hood distribution box as well.

The 2001 Owners Manual shows fuses #110 (RH door) and #118 (LH door).Very likely these fuses apply to 1999-2003 Windstars
Check the fuses in the power distribution block (under the hood)

Bad relay, most likely.
On the Ford Windstar 2001 model, it is under the hood, next to the battery.
It is important to know where the fuses and relays are in a vehicle. The ABS relay in a 99 Ford Windstar is located in a fuse box under the hood.
I suspect the information in the "Related Question" below regarding Windstar doorlocks will apply to the Freestar - at least a good start...
The question should be why the power outlets don't work - the entertainment system (DVD just plugs into the power outlet/cig lighter. The fuses have checked.
