There isn't so much a certain time needed, it's more a matter of the person, what they're doing, and how well they're doing it. There is also a matter of diet, but that wasn't part of your question.
I personally use something called the Israeli Challenge (from TacFit Commando). It's designed to be done it 20 minutes, but if I do a more advanced version, I can be done in less than 5 minutes. And that five minutes is probably worth 1-2 hours of normal cardio (it may sound unbelievable, but those 5 minutes are intense!).
But, if you just want general fitness, it could be a 20 minute run somedays, and other days 1-2 hours running/jobbing throughout along with simple pushups, pullups, and other body weight exercises.

It may not sound glamorous, but doing 50 pushups every other day is better than trying to do 300 once a month and forgetting about it.
