There isn't so much a certain time needed, it's more a matter of the person, what they're doing, and how well they're doing it. There is also a matter of diet, but that wasn't part of your question.

I personally use something called the Israeli Challenge (from TacFit Commando). It's designed to be done it 20 minutes, but if I do a more advanced version, I can be done in less than 5 minutes. And that five minutes is probably worth 1-2 hours of normal cardio (it may sound unbelievable, but those 5 minutes are intense!).

But, if you just want general fitness, it could be a 20 minute run somedays, and other days 1-2 hours running/jobbing throughout along with simple pushups, pullups, and other body weight exercises.

This depends on your current physical fitness. If you are functional, but not active any amount would technically increase your physical fitness.

If you desire to become physically fit and are currently not active, a reasonable workout for half an hour every day could result in an improved physical fitness in as short a period as six weeks. To improve your appearance it may take longer depending on what activities you do and your personal hormone levels.

drastically as soon as eight weeks after beginning training without the assistance of consumable products or special gyms.

Keep in mind that muscles are added when you exert them and cause them to tear. Fat is reduced when the body consumes it. However, this formula can be misleading sometimes as you also naturally need some level of fat in your body. Have a goal and stick to a routine. It may not sound glamorous, but doing 50 pushups every other day is better than trying to do 300 once a month and forgetting about it.
