If peeling you can scrape it off with a razor blade. Sand the remaining paint with 400 grit. Sand/feather the edges that don't scrape off. "Clean" and add 3 coats (progressively more each time) of Clear. There is an item sold in spray cans called "Peel"at paint shops but it will remove the paint too.
Not much you can do but strip it and repaint.

Yes, clear coat peeling is a problem on a lot of GM cars in the 80's and 90's. Some claim they had a problem with their primer and others believe it was because the EPA mandated certain chemicals be removed from the paint.

take the car to the dealer and demand a new paint job, this is due to lack of a good clear coat during the painting of the car.
There is no, one way, to make maniures last. If the manicure was done properly, then it should stay for awhile. I got a bad manicure and on the same day it started chipping and peeling. But, if it does seem to start peeling and chipping you could put a clear, top coat on. It may last longer. I wish you the best! -Eugenie
If the spots are only thru the clear coat the entire roof should be carefully finesse sanded and then reapply clear coat as directed by manufacture.
