dead short is the wiriing leading to the rear. or the switch has a bad spot on it. That spot would be where connects to make the tail lights work. Check to see if you have power to the rear tail light, clean all the contact points, including the inside of the bulb holder. the look for loose or broken wires. Question. Are the brake lights working? If they are it narrows down which wire is giving you the trouble. hope it helps. duboff
also...be sure you installed DUAL filament bulbs..if you put in a mono filament it will not work and can cause this problem.
Try changing both bulbs...
cause the bulbs are burned out? cause the fuse is blown? jeez....

If the parking/tailight fuse is good - then it may be a bad headlight switch No tail lights but the bulbs are working? Please explain.
check your fuse, relay, switch and mabe bulbs
If the back lights on a Peugeot 206 are not working, make sure the bulbs are new. If the bulbs are not the problem, there could be an issue with the fuse.
Check the bulbs, then the fuse, then the switch at the pedal.
