The Roman Empire, while whole and intact, had two branches of government, the Senate and the Emperor's court. De jure, the Emperor held ultimate power. The U.S. has 3 branches of government, the U.S. Senate being merely the upper of 2 houses within the legislative branch. The other two branches are the executive and judicial. Within the executive lies the hypothetical analogue of the Emperor, the U.S. President, who has little real power. De jure (according to the U.S. Constitution) ultimate power is distributed equally among the Supreme Court justices of the judicial branch.

De facto, in the Roman Empire, real power was held by those who held sway over the masses through military or religious mechanisms. In the U.S., de facto, real power is held by those who hold sway over the masses through control of information and media outlets (Google, Microsoft, ...) or resources and financial institutions (General Electric, ExxonMobil, Bank of America, ...).

Both gradually became more and more bureaucratic until they both ceased to properly function.

The United States government branches are based on the French government system, which is based on the beliefs of the Romans, who had originally set up the system to be able to balance equality and rights in every society.

The three branches of government are: the Judiciary, the Legislative, and the Executive branches. Each branch had a different job and all decisions went through the Congress and the House of Representatives, and then finally onto the president's desk, before becoming a law or a decree.

The Judiciary Branch. The Judiciary branch is the system of courts which administer justice in the name of the state (or country). It is used as a mechanism for the resolution of disputes, often between states/counties.

The Legislative Branch. The Legislative branch is a type of deliberative assembly with the power to change or to create laws. A law created by this branch is called a legislation or a statutory law that they want. The Legislative branch is known by many names, among them, congress and senates.

The Executive Branch. The Executive branch is responsible for carrying out laws, or making sure that a law is carried out properly, and that violators of a law are punished. They are also responsible with they day-to-day management of the state (or country). This branch includes the head of government, who is also the head of this branch.
