take it into a shop and let them do it. unless you have plenty of time and patience to do it yourself. get a chilton's or hayne's manual and follow the diagrams/instructions. you will have to take the dash apart, etc.. to replace it.
BIG JOB Get a manual on your car from DISCOUNTAUTOREPAIRMANUALS/COM and it will have pictures and everything.

Not sure this can be answered as they quit making Berettas in 1996. You ask about a '98. Recently replaced the heater core in my 1991 Beretta GT. Took all day, two people to replace a $20.00 part. They steering column had to lay to the floor. The complete dash pad/panel had to be removed. Once that was done the rest was basic and easy. changed a heater core in 93 baretta,was told to drop steering and so forth,honestly after looking,its under the center of the dash and was the easiest and fastest i have ever changed a heater core me and a friend changed it replaced it,went and got the new one in under 3 hours
Behind the Radio/ Heater Control, center console, mounted against the firewall. And yes, it's extremely difficult to replace. It involves basically tearing the entire dash board apart.

If its just the cord, then follow the old cord to the back side of the engine ( really the side of the engine closest to the firewall ) and replace it. When the engine is cold, plug it in and you will hear the block heater heating up. If you don't hear anything, then replace the heater also. That requires a little more knowledge.
Its a pain the %#@ I would take it to a shop it will cost about $300 to $400 to fix you need to take the dash apart and if you have passanger airbags I would take to the shop for sure
You will need to replace the heater core located in the heater housing on the passenger side under the dashboard. If you need to wait to do repairs you can disconnect the two hoses as they enter the firewall in the engine compartment and connect them together with the appropriate sized barbed union connector and hose clamps.
you may have to remove the intake from the block and then use an extractor tool to remove the rest. then replace the connector.
The block heater, on your 2001 C 15 Caterpillar diesel engine, can be removed by loosening the retaining nut. The block heater will easily come out. Reverse the process to install the new heater.
