The only float on an 89 Jeep is for the fuel level, and its in the fuel tank, attached to the fuel pump.
Here in So-Cal.
Use a float level gauge and measure the distance from the carburetor body to the float arm - The correct float level is 7.5mm(0.30in.)
This is fuel injected.. No float exists. This question could also pertain to the level in the fuel tank, which uses a float.
You should probably look for a spark plug if it doesnt have one..

I would suspect a bad needle valve and seat in the carburetor. The float level can also be set too high.
